Get to Know the Candidates
Four candidate meet and greets remain before next week’s municipal elections. All of the meet-and-greets will begin at 6:30 p.m. and conclude at 8 p.m.

The two candidates for Aurora mayor, Richard E. Guzman and Richard C. Irvin, will speak with voters in a casual setting on Monday, March 27 in the Dunham Atrium of the Santori Public Library.

Alderman-at-large candidates Matt Harrington and Robert J. O’Connor, and Ward 10 aldermanic candidates Keith Bradley, Judd Lofchie and Robert H. Paolicchi, will greet the public on Wednesday, March 29 in the Dunham Atrium.

Incumbent city council members in Wards 2, 4, 7 and 9 are running unopposed. Citizens will cast a vote for one at-large council member on their April 4 ballot, as mayoral candidate Irvin’s seat is not up for reelection this year. Should Irvin win the election, he would appoint his successor. Should Guzman win, Irvin will remain an at-large alderman.

Also on Wednesday, March 29, School District 131 school board candidates will greet the public in Rooms 125 and 126 of the Santori Library.

Four candidates are running for three open seats: Dan Barreiro, Anna Ishmael, incumbent Annette Johnson and Bruce Schubert.

US Chamber Releases Congressional Scorecard

This week the U.S Chamber of Commerce honored 266 members of the U.S House of Representatives and 55 members of the U.S Senate with its annual Spirit of Enterprise Award, given in recognition for pro-growth policies in the second session of the 114th Congress.

In addition, votes in support of building the U.S. water infrastructure system, protecting intellectual property, and updating energy policy also factored into scoring.

Engineering Enterprises’ Frohlich Earns P.E.

Engineering Enterprises, Inc. (EEI) is proud to announce that Collette Frohlich of Aurora, Illinois, has passed her Professional Engineer (P.E.) exam and has earned the title of Professional Engineer in the State of Illinois.  Frohlich holds both her Master and Bachelor of Science degrees in Civil Engineering from Bradley University.

Since joining EEI, Frohlich has been involved in a diverse range of transportation planning and design projects for a variety of municipal clients.  She holds IDOT certifications in Documentation of Contract Quantities, S33 Soils Field Testing and Inspection Course, OSHA 30-Hour Course, ADA/PROWAG Course as well as the ACEC-IL/IDOT Phase I Training.

Because the civil engineer plays such a significant role in society, the licensing of engineers is very important. From the environment to infrastructure, the general public depends on the civil engineer’s plans and designs for our roads and bridges; water and wastewater systems; and residential, commercial, industrial, institutional and recreational facilities.

he credential of Professional Engineer verifies the fact that the P.E. has mastered the critical elements of his/her profession and is proof of the ability to provide engineering services directly to the public.  In addition, it is only the P.E. who can sign and seal engineering drawings, be in responsible charge of a firm in private practice and serve as a fully qualified expert witness.

In order to become a professional engineer, the state requires the Engineer Intern (E.I.) to have work experience under the supervision of a licensed P.E. before taking the Principals and Practice of Engineering (P.E.) exam.

The E.I. must have four years of engineering experience if having graduated from an accredited four-year engineering program or eight years’ experience if having graduated from an accredited four-year engineering-related science program in order to take the Principals and Practice of Engineering exam to become a Professional Engineer.

Two Engineering Enterprises Employees Earn Certification

Engineering Enterprises, Inc. is pleased to announce that Michael R. Brouch, P.E. and Eric J. Meschewski, P.E. have become Certified Public Infrastructure Inspectors (CPII).  The certification program is governed by the CPII Council of the American Public Works Association (APWA).  The purpose of the Public Infrastructure Inspector Certification is to promote quality infrastructure throughout the community by advancing the knowledge and practice of construction inspection to benefit the community and public agencies.

The Certified Public Infrastructure Inspector certification program is intended for individuals that inspect the construction of public infrastructure (e.g., roadways, highways, utilities, bridges, dams) and facilities (e.g., pump stations, treatment plants, water storage facilities) and other types of construction work and materials to ensure compliance with plans and specifications.  Duties may include observation, measurement, testing, and documentation.  The Public Infrastructure Inspector Certification system includes an eligibility application process, an exam and a recertification application process.

A poll conducted by the Paul Simon Public Policy Institute last fall found that 72% of voters supported the creation of an independent commission to draw legislative district maps. House Republicans again called on House Democrats to respect the wishes of Illinoisans by allowing redistricting reform, House Joint Resolution Constitution Amendment 17 (HJRCA 17), to be called for a vote.

HJRCA 17 would allow voters to decide if the Illinois Constitution should be amended to create a special commission for the purpose of drawing legislative districts. House Republicans reiterated that the current process of allowing the majority party to draw districts has failed the State and the lack of fair representation has led to legislators not being accountable to the people they represent, which is why the Illinois General Assembly has not passed a balanced budget in ten years.

Waubonsee Community College is partnering with Andy Kauffman to deliver an instructor lead, online course called, “Effective Administrative Assistant” this spring. The course will be held on Fridays, April 21-May 19 (1:30-3:30pm).

Andy Kaufman, a certified trainer, author and executive coach, will teach the class. He has worked with administrative assistants around the world to help them be more effective in their roles and deliver results in the real world.

New jobs created; economists continue to point to Illinois’ lagging job growth. The Illinois Department of Employment Security’s February 2017 unemployment report, showed the Prairie State’s jobless rate dropping from 5.7% to 5.4%. The current number was measured by the widely-followed U-3 ratio; other methods of measuring unemployment and underemployment also count people in other categories, such as involuntary part-time employment. These alternative metrics show much higher jobless numbers in Illinois.

Illinois has not created nearly as many new jobs as have neighboring and other U.S. states. In a pattern of lagging recovery from the severe recession of 2009-10, Illinois has created only 47,000 new nonfarm payroll jobs over the most recently measured twelve-month period – job growth of 0.8%. Poor numbers are concentrated in many Downstate communities and metropolitan areas, with unemployment of 11.1% posted for January 2017 in greater Rockford, 7.7% in the Decatur area and 7.0% in Carbondale. In fact, Illinois has virtually the same number of nonfarm payroll jobs as the number of employment positions that were posted and paid more than 16 years ago, during the previous job peak of September 2000.

Human Services: New ID Cards

New ID cards for persons with disabilities. The ID cards, which eligible persons can show to law enforcement, contain an official notification that the bearer is age 16 or older and has a medical condition that may impair his or her ability to communicate with others. The new ID cards will be made available at all Drivers Services facilities operated by the Illinois Secretary of State.

The ID card was developed by the Illinois Department of Human Services (IDHS). Approximately 100,000 of the cards have been printed for distribution, matching estimates of the number of Illinois residents who may face challenges if encountered by police officers and other first responders. Persons who are eligible for the card include persons with physical, developmental, visual, hearing, or mental challenges and disabilities. The card application must be cosigned by a physician. Education: School Accountability Plan

Plan retains reliance on standardized test metrics, but moves away from “No Child Left Behind.” The new plan approved by the Illinois State Board of Education creates a revised grading system to assess public school districts on their performance. While “No Child Left Behind” was widely criticized for its concentration on imposing proficiency guidelines on challenged school districts, the 2017 ISBE plan concentrates on academic growth metrics. Schools and school districts will be positively reinforced for showing healthy movements, including movements from a challenged or low baseline.

The ISBE plan follows the replacement of No Child Left Behind by the Every Student Succeeds Act in 2015. Illinois, like other states, has been asked to adopt a plan that sets long-term goals, determine metrics for measuring progress towards these goals, and create a system to identify and support challenged schools and school districts. By 2032, the ISBE plan looks forward to at least 90% of children and adolescents meeting a series of age-appropriate goals. At least 90% of high school graduates should leave school in a state of readiness for college and career.

The ISBE’s reliance on standardized tests will continue to be key factors in determining whether these age-appropriate goals are being met. The ISBE will continue to use standardized tests to determine whether third graders are reading “at or above grade level” and fifth graders are “meeting or exceeding expectations” in math.
